POSITION SUMMARY
The International Sustainable Development Foundation (ISDF), as the US Secretariat for the China-US Center for Sustainable Development (Center), is seeking a program manager to develop and manage projects in China and the US.

The ideal candidate is a highly motivated self starter with hands on project development and management experience and a personal commitment to the mission and goals of the China-US Center for Sustainable Development - www.chinauscenter.org.

This position will be responsible for all aspects of developing and managing projects including formulating business plans, managing budgets and timelines, working effectively with Chinese and international teams and reporting results. This position is located at our downtown Portland, Oregon USA offices. Periodic travel to China is required. This position requires proficiency in both English and Chinese.

ESSENTIAL FUNCTIONS
• Analyze projects for feasibility considering business models.
• Assist in the development of and directly manage all aspects of selected projects including tasks, budgets and timelines as well as coordination and communication with multiple project partners and stakeholders.
• Act as a representative of the Center in the design, development and implementation of new projects to government, business and community residents.
• Participate in and provide support in the design and implementation of all of the Center’s programs and initiatives.
• Oversee performance of partners and manage contractors.
• Provide regular status reports on projects.
• Other duties as assigned.

SPECIFIC JOB SKILLS
• Fluency in English and near fluency in Chinese with oral and written fluency preferred for both languages.
• Develop and manage work plans and schedules for time-sensitive projects.
• Knowledge of sustainable development principles and practices and the dynamic interrelationship of economic, environmental and social goals.
• Ability to relate and work effectively with Chinese national and local government officials, members of the local community where projects are located, and Chinese and international business representatives.
• Excellent verbal, written, and interpersonal communication skills with professional demeanor and ability to work effectively within a team environment.
• Commitment to flexible work hours to accommodate direct communication with partners in China.
• Exceptional analytical and quantitative skills and an ability to compile and present information in succinct and meaningful formats.
• Detail oriented, with excellent organizational and time management skills.
• Strong computer skills with Microsoft Office applications, especially Word, Excel, Powerpoint and Outlook. Proficiency with project management software preferred. Proficiency in social media for professional purposes preferred.
• Outstanding personal character, work ethic and team player.

EDUCATION AND EXPERIENCE
Required Qualifications
• Bachelor’s degree in a relevant field.
• 3+ years experience managing projects in China or with Chinese business and/or government representatives.
• Track record of developing and managing project and budgets.

Desired Qualifications
• MBA or advanced degree.
• Prior experience working for an international NGO.
• Business planning.
